It was supposed to already exists.

Explanation:

Once the address of the American society / promotion of education in Africa was published in the city directory it should already be attending the population. But when Riis expressed that  "the children's aid Society and kindred plantraphits organization where yet unborn" we may wonder that it is standing by or with the start date delayed.

The tone you’d most likely use is an engaging/exciting, educational tone if that makes sense. You’d want to use an exciting tone that also has a dramatic tone to it. I’m pretty sure you underline the word “on” in the sentence including “on his return home." Sorry if I’m not correct, I’ve never done this exact question.
