Gathering all her courage, Tina went over to Mr. Pamuk’s house, determined to know exactly what a herpetologist did. Mr. Pamuk, a patient and gentle man, sensed Tina’s fear of lizards almost immediately. As someone who loved lizards and snakes, he tried his best to take away Tina’s fear. He explained to her that a herpetologist studies not only lizards but snakes, turtles, crocodiles, and even frogs. He told her that people jump to conclusions about reptiles without knowing the facts. Tina listened with amazement as he told her about a lizard that could change the color of its skin. Some lizards could even walk on water. Slowly, Tina began to forget her fear of lizards. In fact, she asked Mr. Pamuk if he would show her his pet iguana. Mr. Pamuk was happy to oblige. Reset

Tom feels like he is of the "superior" race. He explains a book that he read that says that if they don't watch out, the white race will be "submerged" in just a matter of years. Clearly he believes that as a white man he is of the dominant race, and the fact that there is a book published about it and he can freely say these things shows that many people in society are of the same mind. 
Some people today still think this way, although it is socially not acceptable to say it or act like it. Fitzgerald probably included this information to show how opinionated Tom is and set the tone of society at the time.
