Treat this as if the inequality sign was the same thing as an equal sign. Most of the equality rules apply to inequalities (with a few exceptions)

10>\dfrac{x}{2}+4

Subtract both sides by 4

10-4>\dfrac{x}{2}+4-4

6>\dfrac{x}{2}

Multiply both sides by 2

2\times6>\dfrac{x}{2}\times2

12>x

We want the unknown variable on the left side (because it looks nicer)

There would probably be multiple ways to solve this, but I will only show you one of them.
First, we need to figure out how many tablespoons of the chemical solution it takes to decrease the number of bacteria in a gallon to 300. So we subtract 1200 by 300, to find the number of unnecessary bacteria, which is 900. Now we divide 900 by 75, which is 12. So it would take 12 tablespoons of the chemical solution to make a gallon have 300 bacteria.
There are 500 gallons, and we need to put 12 tablespoons of the chem-solution in each gallon. So we multiply 500 by 12, which is 6,000. Meaning that 6,000 tablespoons of chemical solution would be needed to make the 500-gallon tank have 300 bacteria per gallon.

Please, proofread your problem statements before posting them.  Your "If 1,600 people live 25% of the population how many people need to leave" should be written as "<span>If the whole population is 1,600 and 25% of them need to leave, how many must leave?"

0.25(1600) = 400

400 people need to leave.  This is 25% of the entire population, or 25% of 1600 people.   Please note:  it's "leave," not "live."</span>

Now, when f'(x)=-5,

2x-3=-5\\ \\ 2x=-2\\ \\ x=-1

When x=-1,

f\left( -1 \right) ={ \left( -1 \right)  }^{ 2 }-3\left( -1 \right) +1\\ \\ =1+3+1\\ \\ =5

Therefore, the co-ordinates you're looking for are:

(-1, 5)
