1.   Water-beetle darted in every direction over  

the surface of the water but could find no  

firm place to rest.

2.   Earth was afterward fastened to the sky

Then the author depicts the terrible sounds of the storm, as if evil creatures were laughing and making noises on top of a roof. Thus, they refer to people's feelings of fear in times of trouble.
