The Act was seen as a necessary measure in order to counter the immediate effects and possible sequels of the terrorist attacks of September 11th. Law enforcement agencies made numerous detentions and were able to effectively neutralize further terrorist actions.

Although everybody in the kingdoms answered to the kings, the kings answered to God. All the rules that were put in place were done so in respect of the church's commandments, keeping in mind what God wanted the people to do.
