Answer: There is a reason to determine that 5th graders that struggle with reading receive assginment accomodations and it is because they have the right to get the tools to cope with their skill difficulties.

Explanation: That is to say; a teacher must be sure of his/her students' success within a process, therefore, when there are students with difficulties, it is up to that teacher to determine, along with the school council, what to do in matter of strategies to ensure that this student succeeds with the reading situation. However, if this process does not start now, how can this teacher expect that students will receive the proper accomodation to the problem just after they finish school? the problem is in 5ht grade (according to the case that is given), but the solution is there and it depends entirely on the teacher and his/her will to act.
