When it comes to sanitation in your neighborhood, you should depend on the local government because they deal with the smaller scale things like that. The higher government is busy with major events and large scale problems, while the local government deals with smaller problems within the local area. If the cleanliness level got to be really bad, maybe then a larger form of government would have to intervene, but until then, it’s just local government.
