As a result of this, when the military power weakened because of the weak Sultans, self- seeking provincial leaders and military generals revolted against the Sultanate. In the 14th century, many provincial leaders declared themselves free leading to the disintegration of Delhi Sultanate.</span><span>Invasion of Tamer:  Finally, the invasion of Tamerlane, gave the final blow to the remnants of the Turco-Afghan Empire, so that fell to pieces almost immediately"</span></span>

When the Monroe Doctrine was written, the US had just formed and was not ready to fight the European powers. Monroe basically asked Europe to stay out of the Western Hemisphere because they were afraid of getting attacked.

The creator, James Monroe, was interested in keeping the United States out of a war it was not prepared for. Though it was out of fear, there was some thinking through; people voted on it, after all.

Note that by "afraid of getting attacked," I not only mean getting attacked through soldiers and cannons but also by taking over nearby areas and competing with the US for natural resources.

Not really,

It is reliant on the intensity of the attack as well as the power of the attacking nation.
 some countries have been attacked and literally never fought back but surrendered if the attacking nation is more powerful in terms of military power.
in case the intensity of the attack can be absorbed, a country can also opt for diplomacy as war is the ultimate sanction in international relation.
in case the country feels it has the capacity to protect its sovereignty then fighting back is the only option.
