Bottleneck effect occurs when a population is reduced drastically such that the genetic diversity of the population is reduced. The surviving  population represents only a small proportion of the allelic frequency of the population. Therefore, as this population recovers, only a few alleles of the former population is recovered in the genetic drift. This is how the diversity of the population is reduced and can fail to adapt  to environmental changes.
