The main reason citizens have rights and responsibilities is to keep the power of the country with its citizens.

On the one hand, a right is a freedom that any individual possesses by virtue of his/her existence. This freedom is protected and respected by the government so that any legislation should violate it, such as the right to free speech and religion. A responsibility is a duty or something you should do.

An individual´s exercise of his rights is also his responsibility to protect and enhance those rights.

All the resources were more scarce after 1250. So people started o leave the place abandoned to new places they could survive. At the time of Spanish's entry to Cahokia in the 15th century, the place was completely abandoned.
