I don't believe the US should have taken direct action against Cuba and the spread of Communism directly. If the United States had gone into a direct war with the Soviet Union, it would be another world war with a large chance of the doctrine MAD (Mutually Assured Destruction )a doctrine of military strategy and national security policy in which a full-scale use of nuclear weapons by two or more opposing sides would cause the complete annihilation of both the attacker and the defender. This scenario would be very likely resulting in the complete annihilation of at minimum the worlds two most powerful nations, possibly taking out more like Europe and China. Overall a war with them would be a disaster resulting in enormous casualties and a third world war.

  • Ambiguity

If the situation is not clearly understood by the bystander then they will be less likely to help.

  • Social norms

One might think if they would help it would be going against the social norms and hence hesitate to do so.

Here, Mr. Hughes has decided not to help because of the diffusion of responsibility.

Hence, his reaction illustrates the bystander effect.
