The use of force helps the dictator to invade and annex the territory he wishes to, on his mere command.

<u>Explanation:</u>

The use of force connotes the military strength of the dictator. history has known the fact, that the one with a great army, is the successor of the world. Other forces are political force where the mind takes over muscle power and develops strategy in order to conquer and cede.  For example, Saudi Arabia and Qatar provinces were not at peace with the Libyan provinces for long.

Former Provinces have the major force as against the latter province. Thereby, Prince of the former provinces, with the use of military force hired global terror threats and with the use of political force, took the air combat support from the United States. With the combined use of force, Libyan organized resistance broke and the Prince portrayed here as the Dictator gets what he wanted.

The government wasn't doing its job to help the citizens of Russia in other words the Czar wasn't meeting the average quota in terms of responsibility to the people of that country.
