Italian physicist Alessandro Volta discovered that particular chemical reactions could produce electricity, and in 1800 he constructed the voltaic pile (an early electric battery) that produced a steady electric current, and so he was the first person to create a steady flow of electrical charge.

Explanation:

Benjamin Franklin technically discovered that lightning had an electric charge. Though he did not discover it can produce actual electric evidence. Such as charging a battery, or lighting a light bulb. Because really the only thing he did was notice that a key on the end of a kite was pulsing with electricity after struck by lightning.
