It is the body which decides the public goals that the legislation needs to serve. Both the legislative and executive branches exercise the police power by making and enforcing the laws. Only the states have the power to enforce obedience to these laws by taking the measures that fit the most however by not infringing any of the rights protected by the Constitution of the United States and the Constitution of their states as well.
