The Bill of Rights was written by James Madison. It was written before the introduction of the telegraph, telephone, television or digital communication using the World Wide Web.

The amendments were written as a kind of rules to stablish an order. The first amendment is about religion. It states that there's no prohibition in the exercise of thereof. Then the second one states that It is necesary a well regulated militia in order o keep the security of a free state. Then, the third one states that<em> </em>no soldier shall, in time of peace be quartered in any house, without the consent of the owner, nor in time of war, but in a manner to be prescribed by law. Then, the fourth one states that people should be secure in their houses, papers, etc. The fifth states that no person shall be held to answer for a capital, or otherwise infamous crime. The sixth states that the accused shall enjoy the right to a speedy and public trial. The seventh states that in suits at common law, where the value in controversy shall exceed twenty dollars, the right of trial by jury shall be preserved. Then, the eighth states that excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted. The nineth states that the enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people. Finally, the tenth states that the powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people.
