1. The reader must have a basic background about the topic that is being discussed. If not, then the likely chances of them understand will be little to none. 

2. Elaborate on who these 'new citizens' are, so far I know nothing about this topic.

3. Primary sources give the person a steady ground to understand said topic and have a better outcome of factual information.

4. They help make the argument because of factual evidence that can be used to counteract the biased/nonbiased POV of the reader(s).

Athens was more democratic because it is government by the people instead of government by those elected by the people.Greek democracy created at Athens was direct, rather than representative: any adult male citizen over the age of 20 could take part, and it was a duty to do so. The officials of the democracy were in part elected by the Assembly and in large part chosen by lottery in a process called sortition.

No it's not less democratic but more democratic. As mentioned above, today's time has less democracy because not eeveryone can be taken to the court and peole just vote whoever they like.
