Other historians (for example, Sergei Solovyov), on the contrary, emphasized the revolutionary character of Peter's transformations.

The historians, who analyzed the reforms of Pedro I, have different points of view on their personal participation in them. One group believes that both in the elaboration of the reform program and in the process of its implementation, Pedro did not play the main role (which was attributed to him as Emperor of all Russias). Another group of historians, on the contrary, write about the great personal role of Peter the Great in the implementation of certain reforms.
