The answer should be C because it gives some pretty obvious clues. Like where it says 'Both women were in their forties and very pleasant' it is very obvious that 'very pleasant' means that he likes both the women. 'And he thought either of them would do an excellent job' means he likes both of them so much it is hard to choose one.
