Presides over the Senate and may issue a tie-breaking vote; swears new senators. On presiding over the Senate he maintains the order and decorum of the proceedings,recognizes members to speak and interprets the rules of the Senate.

England and France both banned slavery and cannot support the Confederacy which sought to retain slavery.  It is quite clear that the Confederacy has little chance on their goal.
