Declining income affected Americans spending habits by make it so they are not able to buy as much and with people makein less money product ends up costing more. So with people making less money it made it so peopl couldn't buy as much and with not buying as much it broke the spending habit by making people save up for certain things that they needed that were no longer available to them all the time
