The essence of the speech was to show society the only culprit of the war - Japan. The president focused the attention of listenerson it at least 7 times. In the speech, the audience conviction scheme is clearly visible: 1) the USA was in peace; 2) the USA wanted peace; 3) The United States tried by all means to save the peace, while Japan: 1) was planning a war; 2) wanted a war; 3) started the war. In his speech, the President successfully achieved the image of a multiplicity of opponents, and this was done at the most important moment of the speech, when it had just begun and American citizens listened to Roosevelt very carefully. This prepared the public for the inevitability of war not only with Japan, but also with its allies.

Therefore, Kennan proposed that instead of engaging directly with military action, that the West should prevent its spread and allow it to collapse on its own.
