In exchange for trading privileges in the capital and recognition of their ruler, neighboring states would send so-called tribute missions to China. After the Revolutionary War America got its freedom the all the colonial countries. In turn, the British not only lost its colonies also the trade with America. So the increase in the demand for tea and declination of trading their products in America resulted in silver shortages. That was the currency that the Chinese would accept in payment.

East India Company (British rule in India) that supplied tea to England markets also provided Opium. Instead of silver, they used Opium and other products to pay for buying tea as an exchange. The British made indirect sales of Opium for tea to the Chinese (since plantation and usage of Opium were banned in China by its emperor).
