He has doubts about the constitution. Since it didn’t give power to the states but in the end he decided it was the best option. Due to the fact of the rebellions from the anti-federalist for an example Shay’s Rebellion that occurred he believed that there should be federal backing. His role however was to become the president because once ratified they needed someone to become president and he was elected with 100% of the electoral votes.
