Herbert Clark Hoover was an American engineer, businessman and politician who served as the thirty-first president of the United States from 1929 to 1933, and whose term was marked by the severe crisis of 1929.

He was a convinced Republican militant, who previously served as Secretary of Commerce from 1921 to 1928, during much of the presidency of Calvin Coolidge, in which he introduced issues about efficiency in the business community and government support for standardization, efficiency and International trade. He appeared as a candidate for the United States Presidential Elections of 1928, in which he was the winner against the Democratic candidate Al Smith with 58.21% of the votes.
