Women were empowered by the passage of the 19th Amendment (women's suffrage) and new found freedom established during World War I. Their image represented a blending of gender expression as women took on more masculine hair cuts and behaviors. The movement represented a freedom and acceptance toward independence from their families and the wife role expected of them.
