Explanation:

One can refuse to submit the chemical test report of his blood, breath or urine, for the purpose of determining whether he is under the influence of alcohol or drugs. It will not cause the permanent suspension of his driver's license. He will only be instructed to deposit the requisite fine at a time.

Even if any person caught drunk or cause any accident due to intake of alcohol or drug his license will be taken by the traffic police and competent authority for a certain period and after his declaration and deposition of fine license will be returned to him.
