North America is a continent geographically.  It is not all under a single government.

Los Angeles has significant population and some territorial size, but its city government is not sovereign.  It is under a state government (California) and a national government (the United States).

5. Ultimately, Sparta fell behind science and trade because they only focused on military.

Q2. Sparta had an administration that had components of a government, a theocracy and vote based system. The legislature was going by a double government with 2 lords that were drawn from the most conspicuous families. They performed and dealt with military, legal and strict capacities. Sparta didn't permit outsiders to hold government positions and they weren't as welcome as different occupants. Outsiders were now and again coercively ousted from Sparta by their neurotic hosts.
