The answer is c, because if you're going to prove something is a fact, you need exact numbers to prove that it is true and sources to cite for that information- while this author did not cite any reliable sources- they could possibly go and look up the exact numbers and statistics for it. 
not 100% sure, but realistically, if they can prove their fact through research, its a fact.
