At the time, inmates were forced to pay prison staff fees for decent room and board. Unable to pay, Castell was thrown into a cell with a prisoner who had smallpox. Castell's death from the disease led Oglethorpe to launch a national campaign to reform England's prisons. But strict rules would be needed to prevent the class divisions that plagued English society. Thus, all the settlers would work their own land, with slavery and large landholdings specifically prohibited.
