The correct answer would be option C. Randomly select the sample from the town as all other options can possible give a biased sample and thus biased results.

For example, consider option A, residents who own a vacation home at the beech. These might be most probably the residents who prefer winter season. So selecting them as sample will result in more votes in favor of winter. This will also exclude those residents from the survey who cannot afford to get the house at the beech. 

Therefore, the best approach will be to randomly select the residents of the town by any sampling method and then conduct the survey
