The statement is true. Alcohol is a depressant of the <em>Central Nervous System</em> (CNS). The CNS involves the brain and the spinal cord. Alcohol affects neurotransmitters, which are the chemicals that enable neurotransmission.  Some of the effects a person may experience are altered speech, slowed reaction time, impaired vision, and weakened muscles, among others.
