Sieyes defined the nation as a body of associates living under a common and is represented by the same legislature.  He believes that the Third Estate constitutes a nation because the nobles are just outside of the nation, leaving everyone else in the nation under them and is treated awfully.

A country usually has to recoup after a war, which usually causes an increase in poverty and homelessness. So summarily the freedman had to build their lives again and adapt to the new environment of America.
