It was a problem between the Delegates to solve the representation problem in Congress. They did not know if all states should have the same number of votes or the state's number of votes should vary depending on the size of the state’s population.

Small states representatives believed that representation based on population would destroy their state’s rights, others thought that it would be fair.

The debate lasted weeks and the delegates came together on July 16th and agreed to the Connecticut compromise that stated that: Lower house representation would be chosen by people and the number of each state’s representatives would be based on the total of white population. And the Senate would have two members for each state.
