- positive statement: these are statement that can be subjected to testing, they are based on facts. It is used to describe something that is measurable, for Example include the effect of cigarette in the society.

- normative statement: this is an opposite of the positive statement. It is a statement that expresses the judgement of what ought to be. Whether it's wanted or not. It contains key words like "should" For example "The government SHOULD increase taxes on cigarettes". Thus statement is not based on fact,its what has to be done.
