Explanation: President Ronald Reagan reacted insensitively to the crisis that caused this disease.

It took him about 6 years to make a speech about it and he did it at the World AIDS Conference. The opposite happened with George Bush, who in his speech on AIDS, came to the subject and said that the disease had to be stopped, without discriminating against those who suffered from it.

He showed his sensitive and human side by focusing his efforts on fighting this deadly virus.

While Reagan, had to wait for an uncontrolled rise in the number of people killed by contracting AIDS to make a speech where he saw little interest in wanting to help AIDS patients and make available resources to decrease in something the health crisis caused by this virus.
