Taking the time to make sure that your cover letter is neat and looks appealing says that you don't overlook small details, even if they may seem unimportant.

You can't really tell if the applicant is qualified by a piece of paper.  And you can't tell someone's job by the neatness of an applicant's cover letter. What you can, though, is to check how well written and how consistent the letter is to check how much effort was put into it. And this might reveal how much the applicant wants the position and how hard the applicant intends to work for it.
