$x= \frac{1}{3}x+ \frac{2}{8}x+ \frac{3}{8}x+9$

$x= \frac{1}{3}x+\frac{5}{8}x+9$

$x= \frac{8}{24}x+\frac{15}{24}x+9$

$x=\frac{23}{24}x+9$

Add $-\frac{23}{24}x$ to both sides.
$(x)+(-\frac{23}{24}x)=(\frac{23}{24}x+9)+(-\frac{23}{24}x)$

$x-\frac{23}{24}x=9$

$\frac{24}{24}x-\frac{23}{24}x=9$

$\frac{1}{24}x=9$

Divide both sides by $\frac{1}{24}$
