Number of people in the Beginning from Langdale inside the bus =19

 After, Bus moved few kilometers,

Number of People who joined 17 people=23 People

  So,Total number of People inside the bus to way home

    =23 +19

    =42 People

If the question is how many MORE people are on the bus, it's 4.

But, if it's simply how many are on the bus going home, then it's 23 as you said.
