horace mann was the man who created school, he created school because over time societies were forming while populations grew, people thought that it was be easier and more efficient to have one person teach a larger group of kids rather than a couple teachers teaching fewer kids.

In conclusion, Montesquieu is using the argument for trade as another reason to support republics over monarchies.
