Let The number of students not in the marching band = x

Now ,

∵ The percentage of students in the marching band  = 23 %

∴ The percentage of students not in the marching band  = 100 % - 23 % = 77 %

So, The number of students not in the marching band = 77 % of the total number of students in the school

I.e  The number of students not in the marching band = 77 % × 450

Or ,  The number of students not in the marching band = \frac{77}{100} × 450

∴ The number of students not in the marching band = 346.5

And The number of students in the marching band = 450 - 346.5 = 103.5

Hence The  number of students not in the marching band is 346.5  Answer
