In the 18th century, English iron makers wanted to make the iron less expensive and stronger. They experimented with new techniques. Peasant farmers only grew for themselves, as they knew that any extra would be taken by the state. Therefore, the industrial cities were starved of food despite the introduction of the 4:3:2:1 ratio.
