Parallelism.

Metaphors and similes are used to relate one thing to another; this sentence is not doing that. Parallelism is when similar devices are used in sentences to convey one story.

By speaking out and doing something to keep these atrocities from happening, he believed that a horrible event like the Holocaust would never happen again. All it takes is someone to speak up to stop injustice from happening.
