Answer: It means there is an end to everything, nothing is permanent and nothing is forever.

Explanation: Every single living organism has a beginning and an end, it's only a matter of time. Just like the day we were born; we will surely die one day and every single riches and fortunes we have saved up becomes meaningless to us (the dead don't use money), Only our kind heartedness, our charity and everything good we did during our lifetime becomes valuable to us, all other things are vanity and meaningless.

The USA had insisted that the allies would pay their war loans in full without a waiver, since they had insisted that France would pay the full reparations

The USA was practicing isolationism at that time and refused to interfere with international disputes

The Us had made separate agreements with Germany in the 1920s to improve both nations trades and relations such as the Dawes 1924 and Young Plans 1929

France was not very comfortable with the US relations with Germany because it had expected the US to guarantee its security in Europe against the German threat but this did not happen. The US-Franco treaty could not be approved and secured after the treaties had been signed in Paris. France's hope for the US security failed.
