The correct answer here would be the third option. The problem US military faced in the WWII was finding enough man to be able to compete on both fronts, those fronts, being in Europe and in the Pacific. The troops needed to be sent to Europe in order to engage the Nazi Germany directly while on the other side of the globe the US had to fight Japan in the Pacific and send not only troops but weapons and vehicles also.
