I think you should obey rules and laws that you feel unjust, in my old school there was a rule that you couldn't bring toys to school...... well, me and my friend brought toys to school and played with them (this was when i was in elementry) the "duties" (duties are what we call the adults that make sure no one gets hurt or stolen etc.) caught us, took our toys, and punished us, then, i had to ask my parents to get my toys back, i learned my lesson with disobeying other rules too, when it comes to laws though, you will go to jail, no i haven't been to jail, at all, but its pretty obvious. so to answer your second question, you will get punished for your behavior.
