Well it meant the right to do the things you wanted.

Explanation:

Like no discrimantion and the freedom to be your own person. Not barred from anything if you could afford it. And a right to do anything you want if it was legal. But during the Industrial age travel was all everyone really  wanted to do so one of the big things was a freedom to travel.
