This Act banned the construction of dark tenement buildings that were poorly ventilated in the State of New York. The Act required the construction of buildings with many windows as possible in every room, ventilation systems in all the building, toilets and a courtyard, to make them more inhabitable and secure. Until then, tenements used to be dark, overpopulated, and unhealthy places.
