Because back when people had slaves, the slaves had very little rights, so they would have it hard in court, if they got to court..

A lot of the times it was their master who they committed a crime to.

That made it worse because they could basically inflict any punishment onto them.

I assume by "feds" you mean the federal government. They enforce national laws. While the states can make their own laws they must do so by abiding by federal law. For example, a state cannot make murder legal.
