Thomas Jefferson (1743-1826) was the third President of the United States from 1801-1809. Since he wrote the Declaration of Independence of the United States, he was clear on the idea that a strong Federal government was not good for the new nation because it had the risk to became a dictatorship. So he favored the idea of an anti-federalist approach of the government. We could say that what represented his tenure as President was that he considered that a “hands-off” approach to the states and less power in the central government would benefit the nation.

He disliked the idea of a powerful federal government, so I believe the fourth option is correct. i still could be wrong however. ill research this further and put it in the comments.
