When 2-chloropropane is treated with NaOH, nucleophillic substitution reaction takes place.Here leaving group is Chlorine atom (Cl).

Here OH- replaces Chlorine (Cl) to form 2-propanol which is a secondary alcohol.(OH group attached to 2° carbon)

Other possibility is elimination reaction in which NaOH acts as base.

NaOH acts as base when it is concentrated and aqueous NaOH acts as nucleophile.

In that case,the product formed will be an alkene.(not there in option)
